I too have had trouble with Paypal and even when they are at fault they DO NOT give you a refund. This is their stated policy. It seems to me that they have it both ways. They are very happy to take money off you, but when they make a mistake and are at fault they do not, under any circumstances, pay you back. I even wrote to their head office in the UK, to their Chief Executive, no less, and got absolutely nowhere. The amount I lost was just over £7.00 but it was the principle that was at stake. In the end I gave up but will no longer use Paypal to pay or receive amounts. I even alterted the Financial Services Authority but they are not able to deal with individuals, only companies so for Paypal to say that they are regulated by the FSA is a complete nonsense. I found Paypal to be a dishonourable outfit!!!
