How Ebay and Paypal are protecting thieves

I bought some SD cards from electriccomeltd (http://www.ebay.co.uk/usr/electriccomeltd).
They were fake 8Gb cards changed to report much greater capacity to the OS. I tested them and all data written past the 8 Gb was lost.
I tried to open a case against the seller but the only option available was to initiate a return for each item. I do not want, and I do not think I should, to have any more burdens or expenses with an evident fraud :
"When purchasing one of our micro SD memory cards please ensure that you have read and understand the following information.These memory cards are a quality product and have been professionally upgraded at a factory in bulk, as such the capacity of these memory cards can vary from 8gb to 128gb. All of our memory cards are guaranteed have a minimum capacity of 8gb."

Of course I've only read that after buying...
I offered the seller to arrange pickup of the items at shipping address.
As Ebay was not giving me any other choice, not even an escalation option, I went to Paypal and opened a dispute. The answer was : "return the items via registered signed for mail at your expenses and then you'll have a refund".
I closed my Paypal account.
The only way I could found on Ebay to do anything on the case was to try to close my Ebay account. I had a chat with several operators and the final answer was "there's nothing we can do about the case and we can not close your account because you have pending returns".
I'll continue to try to close the account and will never again use Ebay or Paypal.
