Or is she talking on a mobile phone when driving?
The real Walt DisneyWorld pins show Minnie waving and as it was a "Surprise Pin" and has a number plate pin-on-pin add-on which says Surprise and is on goldentone metal.

The smaller BOOTLEG version shows Minnie using a mobile phone and on the back says it is from Hong Kong Disneyland and is on silvertone metal.

This unauthorized/counterfeit/bootleg pin is similar to a prototype of Pin 48365, however it was never produced or released by Disney. (Pin 48365 was the pin released by Disney.)
This counterfeit pin is now being produced in mass amounts and being sold to individuals not associated with Disney. As a result they are popping up everywhere - including Disney (where staff accidentally trade for them!) and are starting to turn up on eBay!
The difference in this counterfeit pin is that Minnie is holding a cell phone in her left hand. This pin is also missing the pin-on pin "surprise" licence plate and the pin is backstamped Hong Kong Disneyland in addition to the (c) Disney. The backstamps are also placed differently, on the bootleg pin they are together. Another giveaway is the size - the counterfeit pin is much smaller than the official one.

The actual prototype pin of the pin released at WDW did not have the Hong Kong Disneyland backstamp, and PinPics.com say that this has been confirmed with Disney, and that this pin was definitely not released in Hong Kong Disneyland.
SO BE AWARE OF WHAT YOU ARE PURCHASING -
Some collectors may well like to have both pins, as it is fun to have Minnie driving illegally - here on the Isle of Man it is illegal to use your mobile phone whilst driving, (we were the first place in the world to make this law!) and it is now becoming illegal in other countries too.
