Contacting eBay in the first instance.

If you have ever tried getting your complaint addresses on eBay then you will know that it is an arduous task. The first steps should be trying the chat feature, or the telephone option. You will get the "low level employee from Sector 7G". They should be able to solve any simply queries but anything that requires any thinking or understanding will usually be beyond them. if your query is complex, you will either get a stock response that does not answer your specific question or evasiveness until you have had enough and leave.

Escalating your complaint.

You can try to escalate your query to a Manager, sometimes this will be done automatically sometimes it can be done on request. In some cases you may get more success as a result of contacting "someone higher up the chain", However in most stances even a manager will be like a robot just simply re-enforcing the eBay position, regardless of whether it is right or wrong. You will also find that the responses do not answer your question, are evasive or factually incorrect. The standard of customer services is probably one of the most complained about things on eBay.

Contacting a complaints department.

With questions that are outside the standard procedure, it is almost impossible to get a remedy from eBays internal customer services processes. Having spoken to them on many occasions I would question eBays Customer Services Department ( or "Jonathon" who speaks with an Indian accent)  ability to provide any meaningful customer service or resolution. If they cannot even converse effectively in the English language, how can they possibly read, understand and adjudicate on disputes or provide even the most fundamental level of customer service. But what's worse if when you try and get information for the escalation of your complaint to someone that can actually listen, understand and think for themselves the department will be very evasive and reluctant to provide information about how to escalate your complaint further.

Having spoken to eBay I have never once managed to get a telephone number or a postal address within the UK, where I can make a formal complaint and have legitimate grievances addressed by someone who actually has the ability to understand it and the authority to do something about it. The address can however be found on the Companies House website, if you are not getting anywhere with customer services, and need to contact eBay I would recommend using the details below;
