I recently had same experience with pay pal Customer said he didnt receive item so i put in a claim to Royal Mail but instead of waiting put in a claim with pay pal and was refunded out of my account.I was emailed by paypal 10 days before but the only option available was to do a full refund which i did not but they did. If only customer would have waited he would have been refunded when i hear from royal mail but no pay pal took it upon themselves to do this and im am now out of pocket. I will no longer offer pay pal as a form of payment as i think i have been treated unfairly
