A tow dolly is legal to tow vehicles and can either be braked or unbraked, but if the weight of both towed vehicle and dolly is above 750kg it has to have brakes and a breakaway cable to apply the brakes, if the tow hitch fails. If it hasn't got brakes and is under 750kg it has to have a secondary coupling (chain). This is the Law and can be checked if you type in Towing Law in Google.
