I've used TBS cards and USB devices on Linux for around 10 years - they are good value for money, (as compared with Hauppage, for instance). On Linux they do require that you download and build the drivers on your computer: you need to be willing to put in some effort and have some Linux proficiency. I have never used them on Windows, but there appears to be documentation and drivers available for this platform.
