The reign of Peter the Great (1682-1725) witnessed the establishment of Russia's first modern navy, the Azov Sea fleet. Its creation evoked the question: was Peter a reformer or a revolutionary? This is an examination of Russia's 17th and 18th century maritime history, addressing this question.
