This was due to improper packing...the wheels were merely placed in an envelope for shipment. I contacted the seller, who offered a $4 partial refund. I didn't feel this was a good resolution. The seller responded that the damage doesn't affect the item. We disagree. I believe items purchase as "new" should look "new". In the end, I accepted their $4 partial refund to close this transaction. I won't buy from this seller again.
