What I have found about most 18650 batteries is that they are not the capacity claimed.
Worst batteries I have tried: Ultrafire 3600mAh and 3000mAh barely manage to produce 1/3rd of the claimed capacity.
Most frustrating  - ASU Asucell 3000mAh. They were great quality when they first came out, but now only produce around 2300mAh.
Best quality batteries - SenyBor 2800mAh, FJD 2600mAh, Xtar 2400mAh and Torchy 2400mAh - they actually exceed the claimed capacity when discharged at a constant 1A. You can't go wrong with Sanyo, Panasonic, LG, Sony or Samsung, but will pay more.
Best value: Torchy 2400mAh. Almost identical to Sanyo 2600mAh.
