Over the past few years I have purchased several hosting packages and although a lot of them have been excellent purchases there has been the odd one that has turned out to be bad.
You can nearly always avoid a bad host by checking the feedback and when they registered, I have a rule that they must have been trading for over 2 years and have over 100 positive feedbacks which lets you know they are trustworthy. You need to remember that Paypal does not cover you for virtual products such as hosting, if you get scammed then you will not get your money back and will only get the line "work it out with the seller".
When buying hosting it is always good to make sure they have all the add-ons you need, some scripts require various programs on the server and it is always best to check first as once you get it then you are stuck with the wrong hosting account.
