Tonight I made a purchase from a seller and tried to checkout and make payment via Paypal.
The message: 'You must provide a phone number with your address to have this item delivered' appeared so I was unable to pay.
So I checked that my phone number was on my account,which of course it was and tried entering my other phone number and saved the details.
The same message still came up.
A 50 minute conversation with Andy from eBay customer support on eBay chat still didn't resolve the problem (but thanks anyway for trying).
I have only had this problem once before and I don't know if it is a common problem that Ebay are keeping quiet about which is why I am writing this guide.
You can pay a seller by asking them for their Paypal email address and then using the 'send money' tab once you are logged in to Paypal and then paying them directly bypassing ebay checkout and the 'You must provide a phone number with your address to have this item delivered' message.
This is what I had to do the first time I had the payment problem and then the seller marked the item as payment received.
At the present time I am unsure as to whether the seller sending a revised invoice and paying that way solves the payment problem.
I will update this guide when I have anymore information and if any other eBayers have had this problem then by all means contact me and I will add their comments to this guide.

If you do have a problem with buying or selling or just an eBay problem in general then I recommend first clicking on the 'customer support' tab at the top right of your eBay summary page first.
Or you could try the Ebay community forum which is also at the top of your eBay summary page as there are some very helpful eBayers willing to help solve any problem you may have and don't be put off by someone with zero feedback giving out advice as some of them are 'shooting star' top sellers who use a second id just for posting on the forum.
You can also use eBay Live Chat to speak to Customer Support 24 hours a day,seven days a week which I used for the very first time tonight!

24 hours later and I logged into eBay and voila I was able to pay the seller as the message wasn't there!
Very strange and I don't know if eBay customer support had done something to resolve the payment problem?
