Feedback first?

What's with this attitude of "Leave me possitive feedback and I'll do the same for you" rubbish?

Why is it eBay allows sellers to do this all the time.  Surely, once someone has paid for an item, the buyer has kept his part of the bargain therefore the seller should leave f/b, say, within a few days or he looses the opportunity to leave f/b.  Yet the buyer should be able to take his time.  This way he isn't forced to leave positive f/b for fear of recieving neg f/b.
