One bad seller and Paypal refund method too complicated

Thus far, one bad seller.  We paid for the item but never received it.  We will NOT purchase from that seller again.

PAYPAL.  Very confusing incomprehensible refund policy.  How is anyone supposed to know about your refund policy.  They issue (or attempt to) issue a refund but they have to wait until you purchase something else from a different seller (complicated).  Why not refund directly?  As a result we will NOT be paying by PAYPAL again.  The most complicated company.  Suppose we had not purchased some other item from another seller and were to wait six months?  Would you still SIT on our refund???  Totally confusing and incomprehensible.
