Postage rip-offs .WHY doesn't Ebay punish this?

I bought a magazine,nothing special for which i paid 99p plus 1.50 postage which the seller correctly listed.

I recieved it today(28/12/11)after being out carded because the correct postage hadn't been paid.I got to the sorting office,paid for the item and saw it had two first class stamps on it that it had been posted on December 15 th: I went to the Local post office to check the correct postage and sure enough,the magazine came in at 1.46 first class and 1.23 second class.

This cannot be error if he already knew the correct amount for the item and it's size.

So the seller thought he could palm off the 1.31 outstanding postage onto me-I hope he likes the negative feedback I have given him for his dishonesty and the pathetic thing is that he was prepared to rump me for 1.31 pence.

You couldn't invent people like this.
