reserve at £50 - why?

Why has ebay set the minimum reserve at £50, its rather annoying to say the least and if your selling lower priced items i have found i could of still wanted a lower reserve put on an item so it wouldn't sell for less then you wanted it too. You see Ebay have got you there, because if you start the bidding at say 99p, but you don't get the bidders you could be selling a high priced item for cheap. But it you start bidding at say £20, you not only paying more to list it, but the chances are that no one will want to bid on it because of the high starting price. why can you set your own reserve price why does it have too be £50 or more?
