As a global marketplace, eBay has an obligation to ensure that our sellers are compliant with certain EPR regulations, including the Consolidated Environmental Act. For more information about this regulation, and to help you understand your responsibilities as a seller, see our sections below.
Consolidated Environmental Act
If you’re a business seller who is offering to sell to buyers in Italy, you need to make sure you’re compliant with the Consolidated Environmental Act. This includes registering for an EPR number.
How to comply on eBay
If you're a business seller selling in one or more of the relevant EPR categories, you'll need to register with the appropriate recycling organisation to obtain an EPR number for each EPR category you're selling in.
The relevant categories are:
- Packaging
- Tyres
- Polyethylene (or products containing polyethylene)
- Electronics (WEEE)
- Batteries
- Used mineral oils (or products containing used mineral oils)
Once you've obtained an EPR number from the recycling organization, you can add it to your account. Here's how:
- Go to Account Settings - opens in new window or tab and select Business information.
- This can only be done on a computer or tablet, not a mobile phone
- Go to Extended Producer Responsibility (EPR) numbers and select Add or Manage.
- This will open a page where you manage your EPR numbers
- Select the country Italy and the category from the drop-down menu, then add your EPR number in the EPR number entry box.
- Select Add.
This process must be completed individually for each category where you have an EPR number. Once you add the number to your account, eBay will automatically add it to your listings.
You'll need to periodically keep reporting and paying EPR fees relevant to the items you’ve sold in Italy.
Opting in to the Pay on Behalf service
While you’re responsible for complying with EPR regulations and paying any applicable EPR fees on your sales, you can also choose to opt in to eBay’s Pay on Behalf service, which helps you comply with EPR regulations in Italy. If you opt in, eBay will calculate, report, and pay the applicable EPR fees on your behalf, for sales in the relevant categories where you’ve added an EPR number.
If you wish to opt in, start by adding your EPR number to your account. After you add your EPR number, a message will pop up with information about the Pay on Behalf offer. Simply select Learn how it works and then select the categories you're selling in.
Once you opt in, eBay will handle the reporting and payment of EPR fees for eligible sales in Italy within those categories.
While we expect to introduce a charge for the Pay on Behalf option in the future, eBay is waiving charges for the launch period.
