Embargoed goods policy

Goods from embargoed countries aren't allowed.

What is the policy?

Sellers can't list embargoed goods or pre-embargoed goods from these countries or regions:

  • Crimea
  • Cuba
  • Democratic People's Republic of Korea (North Korea)
  • Donetsk People’s Republic (DNR) 
  • Iran
  • Luhansk People’s Republic (LNR) 
  • Syria

Sellers can't list certain items from these countries or regions:

  • Russia
    • Lab-grown and natural diamonds sourced from Russia cannot be sold on eBay
    • Diamond Self-Certification Form:
      • US Customs and Border Control requires that shipments containing diamonds be accompanied by a self-certification on your company letterhead attesting that the included diamonds were not sourced from Russia after a certain date
      • For items being sent to the US, please download a copy of the self-certification form PDF - opens in new window or tab, fill out the required information, and include it with your shipment. If you do not, your item may be returned to you

Organisations, businesses, or individuals based in Cuba, Crimea, DPRK, DNR, Iran, LNR, or Syria, or those on the United States' Specially Designated Nationals (SDNs) and Blocked Persons List (SDN List) can't register accounts on eBay. 

Activity on eBay is required to follow this policy, the eBay User Agreement and all applicable laws, as well as respect the rights of third parties. If it doesn’t, eBay may take action consistent with applicable laws and the eBay User Agreement, and may even be legally required to do so. Such actions may include, as an example only: Removing the listing or other content, issuing a warning, restricting activity or account suspension.
