After taking my time looking over the 5th Edition Rulebook, the seller was not exaggerating on the condition. The book appeared mostly unread, if ever at all. Overall, it's VG+ is leaning heavily towards NM.
As for the Rulebook itself, I'm not familiar enough with older editions to comment about the rules, but the quotes, artwork, and lore included is fantastic. A great piece of Warhammer 40,000 history. Excellent purchase.
