Me there eBay had been frozen and they hadn’t received PayPal payment,didn’t attempt to resolve issue and I had to get eBay to get me a refund

Seller took my money including postage then told me I would have to collect item as they didn’t know how to post it.(this was a small item weighing 250ml). I asked for a refund, seller said they didn’t know how to refund. I paid by PayPal, seller kept asking for my bank details. Sellers English was not good. All a very odd experience, not a good seller.
