Muzalone accetta la nomina su pressione diretta dell'imperatore Alessio I Comneno, e arriva nell'isola col proposito di restaurare l'autorità della Chiesa, ma deve scontrarsi con equilibri consolidati e con la sorda ostilità dei potentati locali, sia laici sia ecclesiastici.
