Exactly as described. Viewed on an oscilloscope, it varies the AVERAGE mains voltage by chopping out a proportion of the leading edge of the positive and negative ac cycles whilst maintaining the full peak to peak mains voltage on the output. The leading edge is ~90ns. I didn't see any spurious spikes. The LED voltage indicator is meaningless but like the dial it gives a relative setting. An inlet fuse needs to be added. However it works well and the output voltage is steady. Great value.
