Item faulty, seller stalling refund, reported that item was not returned (using their own process) wanted me to open a case with the courier, have reported this to eBay as I do not think this is right.

We apologize for any inconvenience caused by the delay, but it is crucial to clarify the delay was solely due to Royal Mail's mistakes. We would never intentionally stall a refund. We provided a prepaid tracked service label with the correct address after your request on Dec 11th. However, due to errors in RM's routing process, the parcel was not delivered to us until 23rd. We diligently followed up with them daily, as discussed. Once we finally received the parcel, we promptly issued the refund
