Seller moved and did not mail item when it should have, he did message with his valid reasons and stated he would send item with a $20 bill. I had opened conversation with him through eBay because he still had not shipped item. I did not know eBay penalized buyers and it was not my intent for him to be charged any fees.
I guess because I did that, he did not send money he stated he would send. That is not what bothered me. It was the pettiness and him making me feel it was my fault
