The fact that a serial killer had taken revenge by taking out an entire jury sets off a thunderstorm of reaction in the Justice Department and among officials dedicated to upholding the American jurisprudence system. They plot to covertly cover up the enormity of Eddie's deeds, realizing the implications of the methodical extermination of an entire jury. They know that public knowledge of the brutal murder of a dozen people who served their civic duty would send chilling fear throughout the pool of citizens called for jury duty, and it could destroy the entire system due to fears of serving as a juror. The cunning killer sits on death row, debating his own options as the legal system struggles to deal with him.Storm's tale is woven of vibrant characters, all with their juxtaposed motives for retribution, including the grieving family wronged by a jury, prison officials who must impose death upon the avenging family member, and legal scholars seeking to protect their system while appalled at the serial annihilation of twelve of their own decision makers.
