As described, these are fabric with fusible ironed on the back, then cut into fabric appliques. They are not embroidered patches. I have used a few of the iron-on appliques from this seller. Only 1 piece didn't fuse completely, so it will need some fabric glue (which isn't unexpected). I am satisfied. This is more convenient than shopping for fabric & making my own iron-on appliques.
