As described item is fully functional. The bulb takes more than a minute to illuminate after switched "on". Packaging needs improvement -- see attached picture of how item arrived with parts protruding from the shipping box. Shipping label says $17 but was billed $30. Shipment reveales item was "missent"/delayed by usps. All in all this item was delivered and is acceptable. Item is birthday gift for a 10 year old
