I had the envelope approved prior to mailing by my USPS office, and they stamped it and shipped it. I don't know what happened once it arrived at the final destination but there was obviously a difference of opinion between both post offices. I offered to pay for the additional postage but customer refused and instead wanted to move forward with a full refund, which I did provide.
