Instructions can be found online searching for the Ambient Weather WS-1285 which includes this sensor. RTL-433 decodes the protocol as Fineoffset-WH5.

After 2 mins, look in Plugins->RFXCOM->Input devices, choose the sensor from the dropdown showing 'devices to add'. Then (also from Plugins->RFXCOM->Input devices) on the row showing your temperature sensor, press the button under the 'update' column. Then, on the RFXCOM panel, set a calibration of -40.
