    The seller shipped the item in a timely fashion. Thru no fault of the seller, additional COD charges were added to the sale with no explanation from Ebay or UPS. I refused delivery and I assume the item is on it's way back to the seller. I assume the charge had to do with US tariffs but could not get an answer from anyone. The seller did his job and I will NOT downgrade his good rating as I don't feel the mixup was his fault.
