Chaos Overlords takes place in a dark future where the world as we know it has broken down entirely. World peace is finally achieved when World United Solidarity (WUS) takes power, unifying all of the bankrupt world governments under one heading. To control the population, WUS banned ownership of weapons, pornography and any drugs. Books were censored and media was cleaned of violence and sex. Net traffic ground to a halt. Things became peaceful, at least on the surface but, underneath, WUS was a breeding ground for corruption and vice.<br><br>Enter the gangs and the Chaos Overlords. These criminal masterminds filled the void created when WUS took power, providing anything from banned books to high-powered weaponry for a starving population. Nothing was beyond the Overlords, providing someone had the credits to buy it. Bribery, murder, theft, arson -- anything illegal was their realm and with the tight-fisted control of WUS, almost everything was illegal.<br><br>You are now one of these criminal geniuses and your goal is total domination of the underworld of your city. You will be squaring off against five other underworld bosses, all equally intent on taking over. The battle ahead of you will be fought by dozens of street gangs hired for their particular genius in making money, influencing important officials, research and fighting.<br><br>Chaos Overlords contains ten scenarios, four of which can be played under four different time limit conditions. There are 90 gangs that can be hired, each with particular advantages. Dozens of items can be created and given to your gangs to allow them to generate income or bash in faces more efficiently. <br><br>It's worth noting that Chaos Overlords was originally conceived (if industry rumors are to be believed) as a collectible trading card game like Magic: The Gathering. At some point, the decision was made to turn it into a computer-based strategy game. Regardless of the veracity of the rumors, Chaos Overlords has many similarities to trading card type games.
