If you merely need an adjustable square wave, that's pretty easy to build on your own. If you only need a clean sine wave at some one given frequency, that's not very difficult either. But people typically start looking to buy their first function generator when they need a clean ADJUSTABLE sine wave. If that's what you need, and you don't need to go over 500 KHz, this is very good. Pure clean sine even @500 KHz.
