Expensive $1400 ring arrived in a dirty and stained jewelry box (see attached pics). Not something I would present to my significant other. Seller said I had to pay them $22 for a nicer condition box or return the entire purchase. Unreasonable and poor customer service.

That is the original Tiffany box. You requested to send the original box. I wish the box was in perfect condition. But what can I do to make a preowned stained Tiffany box perfect condition? $22 is shipping fee not a charge for the box. The ring and box went through eBay Authenticity Guarantee program and passed GIA inspection. All proved authentic Tiffany's and original.
