Jahrhunderts ebenso wie viele andere Nationen einem wachsenden Druck zur Reformierung seiner foederalen Strukturen gegenuber. Dies resultiert zum Einen aus der Veranderung der Rahmenbedingungen in einer globalisierten Welt und zum Anderen aus der seit langem schwelenden Krise um die nationale Einheit Kanadas. Die Bemuhungen der Provinz Quebec nach mehr Autonomie von der Bundesregierung in Ottawa und nach einer weiteren Verstarkung der Dezentralisierung stellen die bestehenden foederalen Arrangements vor grosse Herausforderungen. Im Zuge der Reformdiskussion geraten dabei vermehrt die Grundfragen des foederalen Systems in den Fokus des Interesses der Wissenschaft aber auch der OEffentlichkeit. Foederale Systeme bestehen im Allgemeinen haufig aus einer Kombination von symmetrischen und asymmetrischen Arrangements. Neben der prinzipiell meist unbestrittenen Annahme, dass die Gliedstaaten in einem foederalen System im Grunde gleichberechtigt nebeneinander stehen, bestehen immer auch asymmetrische Arrangements, die von diesem Grundsatz abweichen. Auch in Kanada stehen dem Prinzip der Gleichbehandlung der Provinzen eine Reihe von asymmetrischen Praktiken und konstitutionellen Bestimmungen gegenuber. Diese Hausarbeit vertieft das Konzept des Asymmetrischen Foederalismus und untersucht dessen Bedeutung fur das foederale System Kanadas. Zunachst wird in Kapitel 2 der Grundbegriff des Asymmetrischen Foederalismus definiert und an Hand einiger Beispiele aus der politischen Praxis Kanadas naher dargestellt.
