Eine der wesentlichen Fragen, die in diesem Zusammenhang derzeit diskutiert wird ist die gesellschaftliche Diskussion um das Staatsverstandnis und darin eingebunden die Leistungstiefe und -breite der Kommunen: Welche Aufgaben sollen durch die Kommunalverwaltung selbst wahrgenommen werden, welche Aufgaben sind angesichts der knappen Kassen von ihr leistbar? (Bogumil/Holtkamp o.J.d) Verfolgt man die aktuelle Literatur zu diesem Thema wird offensichtlich, dass kunftige Erfolge durch eine lediglich binnenorientierte Verwaltungsmodernisierung nicht erzielt werden koennen. Ohne eine Einbindung des Kunden als Burger wird es der oeffentlichen Verwaltung nicht gelingen, sich in der derzeitigen Diskussion um Legitimation und Akzeptanz ihrer Tatigkeit zu behaupten. Hierfur ist ein Umdenken im Sinne eines Kulturwandels erforderlich, der eine Aussenorientierung oeffentlicher Verwaltung bewirkt und durch den der einst als Untertan titulierte Burger zum Koenig Burger (Bogumil/Holtkamp o.J.c) avanciert. Schlagworte wie Burgerkommune und burgerschaftliches Engagement beschreiben den zuvor erwahnten Kulturwandel, ohne dass damit auf Anhieb klar ist, was sich hinter diesen Begrifflichkeiten verbirgt. Wahrend inzwischen schon viele Veroeffentlichungen und auch erste empirische Auswertungen zum Thema Burgerkommune existieren (Bogumil/Holtkamp/ Schwarz 2003), fehlt eine eindeutige Definition des Begriffs.
