Phantom relay? Naw! No load- no power. No big deal cause it works flawlessly with a load applied!
At first it didn't appear the controlled outlet was working. I thought that maybe the manufacturing process may have been changed to include a silent relay (who knows, there might be such a thing) but my voltage tester kept indicating a dead outlet. With nothing plugged into the controlled outlet I did not hear the relay click when I sent the signal to engage it. I found out by accident that the relay is only engaged when you actually have a load plugged into it. I did not test this idea but maybe it engages when a load is applied while the relay is in the off position. I have several different SR227's that I have bought over the years and most of them will engage the relay with or without a load. X10 has been known to change their modules from time to time so go figure. Other than ... At first it didn't appear the controlled outlet was working. It's ALIVE
