It's not gummy lubricant.. From the description:
There is an internal spring that keeps the 2 shafts in sync (they turn together).
They will turn separately when both shafts are grasped and one is twisted.
IF YOU WANT THEM TO SPIN INDEPENDENTLY:
The spring can be removed by taking the top of the potentiometer off, and then pulling out the outer shaft.
The spring sits directly below and can be removed easily.
