Safety scissors
Just right for learning to cut paper. The crinkle edge ones are easier to use as they get more “bite” on paper. It also help if the paper is horizontal, any tilt and little one has problems cutting with them.

Not that easy for a toddler to use
My toddler finds these hard to use so far. One pair is much stiffer than the other to open. They don’t cut unless you have the paper lined up exactly horizontally. Think I’d be better off with proper metal scissors and teaching how to use those carefully.
