This item is about as much use as a the proverbial chocolate fire guard! Specifically it would be most useful when mounted underneath a 5/8th wave antenna, the radials should be at least a 1/4 wave length long and angled down between 30 -45 degrees. This will then have the effect desired, which is to bring the impedance at the feed point somewhere near 50 ohms and decrease the angle of radiation to a useful amount (18 to 30 degrees). Muppet freqs are around 11M, so in real terms you are looking at radials that should be about 2.75M long......... Under an antenna with a length of roughly 6.9M, which to be effective really should be a wave length above ground, not very practical for a mobile! If this thing does effect SWR or ground plane (how was that measured as yourself??) its only because its throwing another impedance into the mixing pot lol. Don't waste your time! Make sure your rig is earthed, the coax & plugs are fitted together properly and the antenna you're using is mounted in the most effective place on the vehicle and that the mount is earthed too. More importantly, remember that with an indicated SWR of 2:1 you lose 11.1% of input power - on a standard Muppet rig thats 0.444 Watts which is a fair bit, ensure you take into account feeder line losses as well a claimed (dubious) antenna gain figures! For mobile use, a 1/4 whip is probably the most sensible choice.
