It's more likely that either the motor or micro switch has failed that is stopping the valve from opening at the set time. Buy a complete valve unit then if the valve has gone at least you've got the part and it will only cost a few penny's more Have a 10 torqs screwdriver handy to undo the 2 screws securing the head to the valve. That's so easy to do. If yours is a 2 port S plan if it comes with an extra white wire just tape the end up and secure away.

I have 3 of these in my heating system, and always buy Honeywell in preference to other makes. I needed to replace an actuator which had come to the end of its useful life, and decided to buy a complete valve so as to have a spare 'wet' bit. It all worked fine, but I was a little disappointed that build quality is not quite as good as it used to be. One of the screws holding the internal earth wire to the frame wouldn't tighten fully - and sheared off when I tried. No real problem, as I transferred the wire to the motor holding screw - but still disappointing.

Well made and easily removable power head actuator, valve bodies hardly ever fail so when actuator fails (which they do over time depending on valve open / close frequency of use) easy to replace just the actuator (which can be bought separately) without removing valve body from plumbing.
