Great fans that can be fast or quiet
Delta afc1212d is a great fan that can spin fast or slow. I'm not sure why almost every enthusiast these days is buying fans that only go slow. Get these and you can throttle them down with PWM in the BIOS of most modern motherboards. And they can spin fast when needed to provide extra cooling. On a 120mm or 240mm radiator they will provide better heat extraction without needing to go to a bigger 280mm or 360mm radiator. I used one on a Thermaltake TH120 all-in-one
