Whenever possible this should be done in a pillar drill, before assembly of the baseboards. To ensure that the dowels are fitted securely into the baseboards the holes should be slightly undersized.

Does what it says in the tin
Useful to align boards, and helpful that you can get the right drill with it (option). One tip: The entry of the dowel isn't very tapered, so if you try to hammer it in as suggested, it will probably go everywhere. It is easier to use a G-Clamp to squeeze it in gently - and even easier if you can have an assistant to hold it straight as you do it.
