Leaks. First use, and it leaks.
It leaks. That's all there is to say - it leaks. First time using it, followed directions for a small area. 4oz. of water, 1/2 capful of solution. Filled to the line, put plug back in, carried it from the sink to the unit. Inserted tank, and noticed a spreading puddle on the floor. So the leak is in the UNIT, not the holding tank. When I disconnect the tank and hold it up, no leak. As soon as I seat it in the machine, it leaks. No good, Hoover! Took it out into the driveway to get a photo.

Cost less and got the best

Best price on the net for a spot cleaner
Bought the Hoover Spotless FH11200 and found a great deal on Ebay. After working with it, I'm pretty pleased with it. It's not a 5 star, but what piece of equipment ever is? The suction is very good and the amount of water it sprays is very adequate. The holding tank is a bit touchy, so if you push the equipment around, it leaks a bit at the bottom, so keeping it steady is necessary when transporting it with the tank full. The drainage tank is a decent design and doesn't leak. It holds a fair amount of liquid before stopping, but this cleaner is meant for spots, so you can't expect to hold as much as an upright. I have carpeted steps and it does a great job at spot cleaning them. As for sound, it's not any worse than an upright. Not deafening and not exactly whisper quiet.
