Sometimes ignorance excuses and sometimes it does not. For example, if a politician did not know and could not have known that a new policy would bring about some harm to society, her ignorance can be an excuse. If, however, an expert warned the politician of the possibility of this harm, but she chose not to look into it, then her ignorance does not seem to excuse her actions. She did not know that the policy would be harmful, but she could have and should have known. In other cases, it is controversial whether ignorance is an excuse. For example, it is not so clear whether ancient slaveholders can be excused for owning and exploiting slaves because they (and most of their contemporaries) did not know that slavery was wrong.
