Islands and coastlines in the Pacific are being inexplicably wiped out by enormous tsunamis. When it becomes apparent that these are no natural phenomena, arms expert John Wall (Corbin Bernsen) and oceanographer Jessica Weaver (Julianne Phillips) are summoned to investigate. The two discover that the abnormal storms are the product of a demented terrorist's tinkering and that his next target is Southern California. Wall and Weaver race to put a stop to the maniac's penchant for creating nasty weather. A thriller that rides "the crest of excitement."
