Additional InformationSteven Soderbergh followed up his critical and commercial smash ERIN BROCKOVICH with this wildly exhilarating exploration of the complex, multilayered international drug problem. The film tells three seemingly disparate stories that loosely intersect and overlap, unfurling at a frantic, relentless pace. In the first, a well-intentioned Mexican police officer, Javier Rodriguez Rodriguez (Benicio Del Toro), comes face-to-face with the hypocrisy and hopelessness of his situation after he learns that his superior, General Salazar (Tomas Milian), isn't the law-abiding officer he claims to be. In the second, Robert Wakefield (Michael Douglas), a conservative Supreme Court judge from Ohio, takes a position as the president's new drug czar. What he doesn't realize is that his teenage daughter, Caroline (Erika Christensen), is falling prey to the dangerous narcotics that he has been hired to eradicate. In the third section, federal agents Montel Gordon (Don Cheadle) and Ray Castro (Luis Guzman) are baby-sitting Eduardo Ruiz (Miguel Ferrer), a drug smuggler who is about to testify against the wealthy Carlos Ayala (Steven Bauer). When Ayala's pregnant wife, Helena (Catherine Zeta-Jones), learns of her husband's illegal activities, she takes her family's future into her own hands.   • Soderberg's panoramic film of the US drug problem in 2000, from Mexican suppliers to the Presidential drug czar.

    Soderberg's ambitious film from 2000 attempts to describe the US drug problem, from Mexican producers to Senatorial committees, with high--school users and law enforcement in between. Douglas and Del Toro each make a journey of discovery, from different sides of the border, educating us along the way. At the end of the film, Soderberg appears to conclude that enforcement is impossible, and that the solution must involve understanding and helping users. In so doing, he somewhat dismisses the arguments of 6 real-life senators appearing in early scenes. Douglas is a Mid-West judge, appointed by the president to be the new US drug czar. He begins by visiting the border, at El Paso/Juarez, to try to understand the enforcement issues. Back in Washington, he finds that he is expected to follow a party line. However, he suddenly discovers that his 17-year-old daughter is a serious user, and that his wife has winked at her behavious for months, judging it a `college phase'. As the daughter's problems worsen, he finds the party line inadequate to her needs, and resigns his position to care for her. Del Toro is an able, active, but woefully-paid Mexican border policeman, keen to catch the really bad guys. However, he is forced to commit minor scams on joy-seeking US tourists in order to pay rent. A general, in charge of Mexican enforcement, appoints him to his team. However, Del Toro rapidly finds that the general preferentially acts against a Juarez drug lord in order to advantage the Tijuana cartel. In order to do the most good, and to get paid more, he starts to work with US enforcement. Other main characters include Catherine Zeta-Jones, as the priveleged and unscrupulous wife of a San Diego drug lord, and a variety of US drug enforcement officers. Overall, this is slightly more drama than documentary, but there is still an educational and slightly campaigning feel to the film. Quite violent, big--budget, and entertaining. Sadly, the problem is no better a quarter of a century later.
