Peruvian dissident Hector Carpa is spreading the word in New York about the injustices currently being practised by the government in his home country. He is placed under surveillance by the CIA, and the tapes recorded by agent Bruce Nelson are sent back to Peru, where they are used as evidence to convict Hector upon his return. When a group of armed revolutionaries later take control of the Japanese embassy in Peru, demanding the release of 400 political prisoners, it is perhaps Hector's only hope of ever enjoying freedom again.
