It is aimed primarily at counsellors and advisers, not to mention lawyers, and indeed anyone struggling with making ends meet will find it of immense value. It’s clear, it’s logically structured, it’s easy to use and it covers just about every kind of debt problem and every kind of solution to said debt problem that you can possibly think of. As “The Times” has commented, you can use it as a self-help book too. Interestingly, the statement is made in the Introduction that ‘the Handbook is based on the assumption that debt is caused by lenders who predict it, but lend nonetheless.’ This means, we gather, that some lenders overlend and subsequently force the issue when borrowers find themselves in trouble. It is this category of trouble that takes certain distinct forms and leads to any number of unpleasant effects, from bailiffs, disconnections and repossessions to relationship problems, depression and stress and a lot more. The Debt Advice Handbook therefore provides an absolutely invaluable reservoir of advice which effectively points the way to helping clients either alleviate or eliminate any the main categories of debt problems. The Handbook can be used in at a number of different ways: as a training aid for the new debt adviser…or as a reference work for non-lawyers who provide debt advice; social workers and housing officers for example. It is also an excellent first step is sourcing and understanding the relevant primary legislation and regulations -- and is generally ideal for anyone either giving or receiving debt advice services. Starting with the keys skills and stages of debt advice he Handbook methodically, yet succinctly examines and analyses the full spectrum of issues and outcomes pertaining to debt, from priority and non-priority debts to representation at the county court and magistrates courts, to bailiffs and personal insolvency -- and of course much more. If you or your organisation already has the Handbook in the previous edition, you will need this new one for, its revisions and updates which reflect changes to legislation, case law -- and court practice and procedure. There is also additional information on the European Consumer Credit Directive, as well as the latest Office of Fair Trading guidance. And speaking of payday loans (with their astounding APRs of up to 2,356 per cent), there are apparently new codes for these and also for bills of sale. Wide-ranging comprehensive and refreshingly user-friendly, the Debt Advice Handbook should be considered an indispensable weapon in the armoury of every debt adviser.
