It is dangerous to sell someone the wrong sized inner tube as well as potentially damaging your bike. THEY THEN TRY TO REFUSE TO REFUND EVEN WITH PROOF. Fortunately eBay won't allow that. Avoid this seller like the plague, eBay needs to do something about this.
