Somehow tracking status in the ebay system was different than that reported directly at usps web site. ebay system showed late due to weather but when I queried directly at USPS the status was "no postage." I drove to USPS but shipment could not be found. I contacted seller. Seller promised refund. No refund was given. Had to contact seller several times to get a refund. Took a lot to get the refund.
